Can be 3 things, (and is not ECU/PCM)
1: the sender is bad.
2: the wires.
3: the Gauge (i bet not)
the factory service manual covers this.... and is so easy.
as does
http://www.alldata.com/

the tests are easy, finding the correct connector and wire colors is not.
all cars use different colors and locations. so.... we use, books......(etc)

Why fuel gauge not working gas guage on 2009 santa fe stays on empty even with a full tank of gas. Guage fluctuates from empty to 3/4 full to empty to 1/3 full at any given time.

It could be the sending unit in the tank or the gauge on the dash. A mechanic would test the signal coming from the sending unit to verify.

I have a Hyundai Elantra 2001. The low fuel light came on and won't go off even though the car if full of gas.

If gauge still shows empty and light is on then inside tank there is a arm thats prob just stuck remove lower rear seat and will see entry to tank gauge has about 3 to 4 screws open and check if arm is down or floating .

The most likely cause will be the sender unit in the fuel tank has failed, you will need to get an auto electrician to test the resistance of the sender unit.

The fuel signal when it is near empty is sounding every few minutes even though it is full.

that is because your sensor is defective and needs to be replaced. or either the fuel float switch inside the gas tank is defective. check both of these ok?

Sorry no the sending unit in your tank is bad replace it. If you are sure of amount of as you have and you know your average MPG you could wait till your tank is low so as not to waste much gas Give yourself a 3MPG reduction for error accountability.
