First defeat the air bag system. as that can be very dangerous to any mech. working so close to the driver air bag !!!
some time the (toyota/gm) car was renamed to 1998 Chev, Prism.
this happened in 1997 at the NUMMI factory in calif. why do i mention this , that is because they made may changes , at a spec.
chassis vin number in 1997. some have Toy 4A engine others 7a.
vast changes, and most online FSM books are vague to the extreme here.
but the basic procedure,
1: better minus pull.
2: air bag defeat. the above battery disconnect does not kill air bags
for some time.. (long)
3: steering base plastics, remove.
4: remove anti-theft temper screws (takes some skill )
5: remove key switch connector. (at end of switch pig tail)
6: key switch is not free to spin,
7: some require the steering wheel to be pulled.
if 7 is true, learn first hot to not loose the Air bag coil spring timing.
I highly recommend getting a real shop manual for this car.
working blind can be dangerous to you and others.
the books are not rare, i say get one.

you'll have to pull off the interior panel. window in the up position. on the lock cylinder there is a clip that you have to pull off and an arm that actuates the lock. pop the lock out. reverse to install.

Key won't turn and sometimes gets stuck in 97 geo prizm. does this mean the whole ignition switch needs to be replaced, or just the lock cylinder?

yea it sounds like you have warn tumblers in the ignition. look at your key. the edges are all rounded off. a good lock smith will be able to key your ignition with the key that fits your car door

the actuator inside the sterring column that the lock cylinder turns is boken, this is a very complex job and is not for the home tech without a factory service manual.

How do I remove the key cylinder from the ignition of a 1996 Geo Prizm? The Key will notturn all the way

Jiggle the steering wheel to release tension. If the key turns at all, it is not the ignition that is holding it, but the steering.

Car still running after take key out . cheked barrel thats ok don't know if it's relay problem

I think you have a bad ignition switch, not the ignition lock cylinder. they are 2 different things.

Section 11-05: Steering Column Switches 1996 Taurus, Sable Workshop Manual
REMOVAL AND INSTALLATION Ignition Switch Removal
  1. Disconnect battery ground cable (14301).
  1. Remove lower instrument panel steering column cover (04459).
  1. Rotate ignition switch lock cylinder (11582) to the RUN position.
  1. Disconnect the ignition switch electrical connector.
  1. Remove the two screws retaining ignition switch (11572).
  1. Disengage the ignition switch from the actuator.
Installation
  1. NOTE: A new replacement ignition switch assembly will be set in the RUN position as received.

Adjust the ignition switch by sliding the carrier to the ignition switch RUN position.
  1. Make sure that the ignition switch lock cylinder is in the RUN position. The RUN position is achieved by rotating the ignition switch lock cylinder approximately 90 degrees from the LOCK position.
  1. Install the ignition switch pin into the actuator. It may be necessary to move the ignition switch slightly back and forth to align the ignition switch mounting holes with the lock cylinder housing threaded holes.
  1. Install retaining screws. Tighten to 5.6-7.9 Nm (50-69 lb-in).
  1. Connect electrical connector to ignition switch.
  1. Connect battery ground cable. Check ignition switch for proper function, including START and ACC positions. Also, make certain that the column is in the LOCK position.
  1. Install lower instrument panel steering column cover with screws.

I need to replace the key cylinder. How do I do

disconnect the neg battery cable. remove the plastics around the steering column, this may entail removal of neighboring plastic components. there should be a small hole or pin on the bottom (or top) side of the key cylinder housing, with key in acc position use a small punch/screwdriver, nail etc to release the key cylinder lock, remove cylinder. reverse the steps for replacement.
