Generally, it sounds like the circuit is shorted to ground. The sending unit grounds the gauge thru a resistor depending on the oil pressure.
Low pressure means high resistance.
So either the sending unit is faulty, the wire between the sending unit and the gauge is shorted to ground, or the gauge on the dash is defective.
