The speedometer is not cable driven, like older cars. It works off of an electrical sensor called a vehicle speed sensor (VSS) that is mounted on the transmission.
If the headlights or dashboard lights dim and brighten in rhythm with the speedometer jumping, (check engine light is also on) the problem may be alternator, or fuse, or wiring harness scraping the bottom of the intake manifold and/or poor ground connection related.
If the lights are steady, and only your speedometer needle jumps back and forth then the VSS signal is erratic. Consider replacing the vehicle speed sensor (VSS) to repair the speedometer problem.

Actually the Speedo is controlled by the PCM I would pull the NEGATIVE battery cable for 30 minutes and then hook it back up. this will reset the PCM.

the speedo is electronic, not cable, this problem is caused by a sticking stepper motor that moves the needle, a stepper motor is a miniature electric motor that can move and hold one position, this was a common problem at the dealer I worked at, u will need to pull the speedo and send it out for repair, I use the following link for this service.

Raise the rear end of the truck on ramps on the top of the differential is the abs scencer also regulates the speedometer take it out clean it with a break cleaner dry it replace it. If it still does it replace it cost under 20 bux. If it still does it it could be a faulty ring inside the differential.

I have the same problem my VSS sensor is replaced, but the speedo is not working. Can you please specify what do you mean with this - sensor not aligned with its drive when replaced ? is there some specific alignment that you have to do ?
