SOURCE: 06 kia sportage airbag control module

If your refering to the light on top of the dash that says "psgr air bag not connected" here;s the deal.

The module is activated when someone sits in the seat. Turn the key on and the notification will light. Go around to the psgr side of the car and sit in the seat and the light should go out.

SOURCE: resetting airbag on 2002 kia rio

Typical code readers (OBDII) won't touch the airbag lights. Neither will disconnecting the battery and waiting. If the airbag light is flashing, there's a code involved. The system may or may not work when needed. If it's on steady, the system is failed and will not deploy when needed. Typically, it's a connector in the various harnesses involved. Unfortunately, the Kia shop manuals just say "replace everything" so they're no help. The dealer has the very expensive code reader to read & reset the airbag light. In other words, $$$.

If it is an airbag tester dedicated to the Bosch and/or Siemens (or whatever) SRS systems fitted to those marques it is unlikely to work with vehicles not using those systems - but go ahead and try it. You have two chances and trying and failing won't cause any harm...

My steering wheel gets hot while driving. could it be some electrical problem with airbag?

No, the airbag is set off by an explosive charge that is very sensitive to heat - a short in the module would have set the airbag off the moment it happened for the first time.
Of course if the airbag has been set off then patched to look like new then the current passing thru the shorted connectors now could easily cause it to heat up.
No, most likely you have a short in the horn wiring. In any case the steering wheel will have to be dismantled to check what's happening in there.
