Question about Buick Riviera
Where is the location of the oil pump, in a 1989 buick 3.8?
As with most engines, it is located inside of the oil pan. It would not be a job for a beginner to even attempt to change their own oil pump.

the water pump is going to be one of the pulleys on the serpintine belt. its going to be the only one that uses the back of the belt(side with no groves) to spin it. take the belt off and undo the three screws on the pulley and pull it out. then put the new pump back in. make sure belt is one right. make sure cooling system is still full. and you should be good to go.

More than likely (and we will hope) it is the oil sending unit. In comparison it is a very cheap and quick fix to replacing the oil pump. Auto Zone has a pretty good componet location section that has tips for replacement if you cant find the sending unit or the oil pump. Try that first it may save you a lot of work.

Oil pumps on these do not go bad. The oil pressure sensor could be bad giving you a false reading. If not the only other thing could be is a clogged up oil pickup screen inside the oil pan. also get a delco pf47 filter

The fuel pump is located in the fuel tank.
There is a hangar assembly fastened to the tank top that holds the pump and strainer and the fuel level sender.
In order to change the fuel pump the fuel tank needs to be removed to allow the hangar to be removed.
That should answer your question as asked. If you would like further help with this question, please ask in a comment here.
