A bad transmission. Several things would cause this in a newer one. Yours is just old ad tired....rebuild or replace.

will not down shift right.
harsh sifting. in either direction.
skips gears. (limphome is top reason)

what to do. (well tell what it does wrong and good)
check fuse, in both fuse boxes.
SCAN the PCM and see all those TRANNY errors.? do that or fail.

Where is the vacume modulator on the transmission

There is none. The transmission shifting is completely controlled by the ECM (Engine Control Module, aka the "computer".) If you are having problems with the transmission shifting or not shifting, or perhaps shifting hard, have the OBD II system scanned for any fault codes. Also, it has happened that hard and/or slow shifting can be caused by the transmission fluid cooler (built in to the radiator) being clogged and the fluid getting too hot after driving a while.

I am having trouble with my tran it is sifting in &out of od at 65 mpr it is a alison

Most likely, it is a valve inside the transmission that is bad or clogged. Most people forget that transmissions also need maintenance and filter change from time to time depending on your vehicles mileage.

Ford windstar 2003 .wend i start driving about 1mile my over/drive light come start fashing at me.wend i turn off and restart it it goes out .after i strar driving it it come back on what do i do

Your overdrive light flashing is trying to tell you that you have a transmission control failure. What to do about this is to scan your Powertrain Control Module for fault codes. Please note that many transmission failure codes cannot be retrieved with a generic OBD code reader. You will probably have to scan it with a scan tool that can access the data from your entire computer network.

My car will not sift into gear. it will come and everything but it will only shift to park and nothing else. I am parked on a tiny hill and that could be the reason because this has never happened before.

Try to get the car to level ground. Let the engine idle, giving the transmission time to warm up and get fluid circulating throughout the gears. Let it run/sit for about 15-20 minutes idling. Then, Slowly try to put the car into each gear. Do not try to jam it. If it will not go, do not force it. Also, with the engine running, check the transmission fluid and make sure it's full. Always check this when it's hot, not cold. If this is a manual (5 speed) make sure the oil is full (this is checked when engine is cold, but can be check while hot; as long as the oil level is well above the "full" mark, (due to circulating), it's full. If it's below or at the full mark while hot, it needs about half a quart.

Check the vacuum modulator on the transmission if it has one. If you pull the vacuum hose off and see any fluid, change it. Make sure you are getting vacuum from the hose. Change the fluid and filter and add 2 bottles of Lucas "Stop Slip." It could help and it can't hurt.

Transmission not sifting correctly

Automatic transmission? Check the pressure on the transmission. That really sounds like the pump has gone south on an automatic transmission.
