The simplest checks to do are as follows.
1. Check the power steering fluid level. A low level creates heavy steering.
2. Check the fuses. Some Electronic power steering systems have fuses fitted to protect the electronics in the pump. A blown fuse turns the pump off.
If the fluid is low check for leaks in the system. If the fuse has blown there could be a reason for it blowing.
With a Hammer. No, seriously, it should reset just by it gauging the fluid level. If it doesn't, then it is probably just stuck, and needs a little help. Hitting on the tank with something like a rubber mallet should do the trick.

Are there any indication lights on? For Example, check engine light, low washer fluid light, abs light. If any of those are on afetr the car has turned on, that could be the case.
