If both low and high beams dim and flicker the chances are you have a poor earth connection for the headlamps. If this is happening while car is stopped, get a multimeter and check the voltage at both sides of headlamp bulb will on. One side should be 12 volts or thereabouts but steady, the other side should be zero or possible up to .2 volt depending on how good the earth is. If the earth side is varing a couple of volts, then that is you problem, a poor earth. If the input is varing, then its in the switching circuits or fuse box. Use the meter to find where.

Try swapping the headlights and if the dim one is still dim then replace it, if the other is dim after you swap them then it is a wiring issue.

the lenses are most likely clouded over? yellowed? sometimes you can buy a kit to polish them, but I would recommend replacement, polish doesnt last long, and you will need to replace them anyhow. the DRL lights are operating normally

Flickering Headlights and Dim interior lights

Definately an electrical problem....first off, check the battery and alternator connections to make sure they are tight. The problem has to be before the fuse box because the headlights and interior lights are on different fuses. It sounds to me like a loose wire, corroded battery terminals, or an alternator that is going bad. An alternator is a relatively easy and cheap fix. They cost about $100 and require removing a few wires, 3 bolts, and the serpentine belt.
