1992 3.0 V6 with a check engine light which code reads EGR and I'm getting 10-11 mpg! Before replacing the Egr is there anything I can do to maybe clean it, check it w/ some instrument, etc.?

You can check the egr with a vacuum pump to see if egr is operating or apply vacuum to it with a hose by sucking on the hose once you attach it to the valve. . If the car runs rough while you apply vacumm then chances are the egr is working and you have another problem. The intake could be clogged up from carbon and needs to be cleaned out.

How do you fix a 1999 Suburban that is hard to start and stalls at intersections?

Sound like a MAP sensor or it is being affected by a false air like EGR,You say hard to start,it can easily start with a EGR open because the IAC will step close,

92 suburban 454 v8 failed smog .

First I suggest that you have a code check done Most large parts outlets will do this for free.Control module problems will usually set a code. Just offhand, I'd check the egr valve to make sure the valve is clean and properly opening/closing. If the inspection readings were close but not perfect, sometimes "cheating" a bit by adding 2-3 oz of acetone per 10 gal. of fuel will clean it up a bit. It will not harm the system in that concetration, and will also clean the injector.
