Changed bulbs and fuse still dont work
It could be a bad switch. if the blinkers dont work then it could be a bad multifunction switch or flasher relay. If the brake lights dont work it could be a bad break switch (located under the dash above the brake pedal). If its just the running lights could possible be the wrong kind of bulb. If nothing works at all it may be due to bad light sockets.

No it is not controlled by the BCM the issue is most likely caused by the turn signal switch itself, a bad internal connection, very common on GM cars and trucks.

SOURCE: 2001 dodge neon tail lights inop
looking at your schematics and , you say tail lights don't work , you didn't mention if front parking lights and license plate lights are working , they all come from the same source , a black /yellow wire , a good clue if front work and rear don't , please advise .if fronts work then you have a open circuit somewhere between junction S118 (near breakout for left headlamp) and rear sockets.
