Show a step by step guide for a tune-up

A tune up consists of replacing the spark plugs and maybe the spark plug wires. Change the air filter too. No need to do timing. It is controlled by the cars computer. Spark plugs should last for about 100,000 miles. Air filters vary on how long they last. Check the air filter at 25,000 miles. Replace it no longer than 50,000 miles. Your car should not need a tune up for a couple more years or so.

How often do i need to replace spark plugs for 2002 mitsubishi gallant

Depending on how you drive, if just city driving, about every 20,000 miles, road miles( on highway mostly) about 30,000 miles, if its both, about 25,000 miles. plug wires about every 50,000 miles, and rotor and cap with the spark plugs (just to be on the safe side). This how I handle my vehicles, and I have no problems. hope this helps

Plugs

In Toyota's maintenance guide it states every 30,000 miles but Toyota website says that iridium spark plugs (which some camry have) last about 110K.
So you need to check your plug to define if you have the indium Type.

hope this helps please rate.

How often do i need to get a tune up and what parts do i need to buy for the tune up?

once or twice a year is good for an actual tune up which is new fuel filter, plugs, plug wires, & antifreeze.
About every other year, you should replace tranny fluid and filter. Not bad idea to have coolant and tranny flushed every 2-3 years too.

Is it always necessary to change plug wires along with plugs--and do i absolutly need to purchase a torque wrench?

Depends on how many miles you have on your vehicle (and consequently how many miles on the wires).  if you are pushing anything over 60,000 miles, then you should change them.  They change their resistance over time and that cuts down on the voltage going to the spark plugs.  You do NOT need a torque wrench for replacing spark plugs.
