The oil filter is under the front bumper towards the drivers side. There is a panel with a screw that secure's it close that you can open it with a screw driver or a quarter. When you open the panel it just swings down and you'll see the oil filter, Note your going to want to buy some brake parts cleaner since the oil filter is on it's side and oil will leak and when placing the new oil filter, make sure the oil mount surface is clean and do not over torque the filter. You'll have the hardest time of replacing it next time. Good luck and keep me posted, oh and try not to use Fram filters. Some reason they don't keep oil in the filter when parked for a few days and you get dry starts. (sounds like piston slapping) Good luck and hope this helps.

97 only had one fuse panel in the dash on the drivers side. There is/was a junction block for power that had/has fusible links on the driver side fender too.

The A/C relay is in the glove box behind a panel that indicate relay. There are three relays in there, the middle relay is the fuel pump and one of the out side relay is for the A/C compressor and the other is for the third brake light. Just can not remember which out side relay is the A/C so just swap the out side relays with one another. Good luck and hope this helps. Keep me posted.

I disagree with Matt1964, every Chevy pickup I've ever changed the fuel filter on has always been on the left frame rail. It's inside the frame about even with the transmission. Be carefull, if the filter has never been changed and you live in an area where road salt is a factor. The fitting are going to be rusty and the line is going to want twist off.
Make sure you let the truck sit at least a 1/2 hour after you have shut it off, to allow the fuel pressure to bleed off before you start to disconnect the lines. Keep hot trouble lights away you don't want cold gas to spray on the hot light bulb, instant fire.
