That is actually the design of Honda defrosters. The air conditioning system by design dries out the air in the car. To increase the efficiency of the defroster Hondas automatically turn on the air conditioning. This dries out the air and de-fogs the windows.

2003 mercury sable, AC will blow ice cold until I spend too long sitting in traffic then it starts to blow warm, if I shut AC off and start moving after about 5 minutes I can turn it back on and it gets...

It's gathering frost inside. When you turn it off & drive around for a short while, it defrosts & starts working again.

I'll bet when you park it, you find a pretty large pool of water under it half an hour later, don't you?

Sorry, that's the nature of the beast - it's worse in humid weather, not so bad in dry weather. Pretty nearly all cars (with AC) do that unless the AC is designed oversized.

When I turn the heat or defroster on I get a sound like a belt is being started it will run and then shut off then run and shut off. If I am not using the a/c, heater or defroster there is no sound

the a/c compressor will run anytime the heater is in the a/c or defrost position or if there is a switch for the a/c anytime the switch is one.

The a/c compressor should turn on and off periodically. If it is switching on and off every couple of seconds than there may be an issue with the a/c system.

Starnge noice from engine when the A/C or frost defroster is turned on.

Yeah that makes sense. When A\C Compressors get old they rattle, pop, and whine. A simple refrigerant change could be needed. Have it service by a repair shop and all should be well. Also while its there have them check the A\C clutch.

When you switch to defrost or the air conditioner, the vehicle shuts down completely

Does it shut off, like the electrical system shuts off and the engine slowly stops (the same as when you turn off the ignition)? Or does it stop abruptly and with a noise, like a squeal or thunk? If it is the former, then it is a short (or bad ground) in your air conditioning system. If it is the latter, then, yes, it could be the compressor bearings are seized.

A/c clicks on when turning on heater is that post to happen

Not unless you have selected defrost. When you have defrost selected it will start the AC compressor. These is something affecting most vehicle today.

My air conditioner compressor comes on when i turn the dial to windshield/floor and goes off when i switch it to floor.

Do you mean the defrost position? Cause if so, that's what it should do. It's designed to come on for defrost to take the moisture off the glass in that setting and when you turn it to the floor setting, it turn's off unless you push the a/c on/off button to command it back on.

My a/c unit rumbles when turned on, and causes the engine stall

It sounds like the compressor may be ready to fail. Run the air and check the clutch. The center of the pully (on the compressor) should be turning with the air on. With the air off the center of the pully will not be turning unless you have the defrosters on.
If it turns randomly with the air on your clutch/compressor may be failing. That is what it sounds like.
