IT is probably a fuse. Does it work at all? my mustang had a busted cylinder and only 1 side would go up. If it doesnt work at all then check your fuses. With no manual you will have to use a flashlight and shine on them and see if one is blown. IF they all look good then I would go buy a testlight for about $10 and manually check the fuses for power. It oculd be the motor, however that will cost you several hundred dollars and that is if you install it yourself.

the fuse box should be on the left side just to the left of steering wheel look down under a black cover like where the hood latch pull handle is its just to the left of it you should be able to see it from there

There must be a hydraulic fluid leak somewhere. Check to see if there is oil filler cap on your hydraulic pump located in the trunk compartment. Fill if necessary with just enough fluid to raise the top. The reason it won't go up is cause it is lacking pressure from the low fluid
