Had it smogged today, EVERYTHING passed (whew!) except...the guy said the check engine light didn't come on when he turned the key on? Honestly, I've had this car eight years, and can't recall ever noticing a light for that...only the battery, oil, etc lighting up when key switched on? If there IS on, could it be a bulb or a fuse I need to change? Help. I need that smog to get it registered!
Contact the Honda service dealer but I would doubt that it would have as it is too early for obd-11 dash systems
Check engine light must come on with all other lights. It's called a bulb check. So either the bulb has burned out or the previous owner disconnected it.

Your P0446 code is a Evap vent valve code:
Evap vent valve has only one purpose. It closes in order to seal the vent so the EVAP system can pressurize and ensure there are no leaks. Evap vent valve is usually supplied Batt. voltage with key on. The ECM's driver controls the ground, and when grounded, activates the valve (closing it). If the ECM detects a short to ground, and open,or a short to battery voltage on the control circuit, P0446 will set. Code also may refer to ECM detecting that EVAP system is unable to achieve or maintain vacuum during test. 
Symptoms
There will be no obvious symptoms to driver, other than MIL illumination.
