there is a blower resistor located near blower motor and housing under glove box area it is one connector with about 5 wires to it and looks thin, held by two screws this resistor controls fan speeds - possibly it will look burned may even be hot to the touch so be carefully it is the most probable cause since you obviously have power to it and ground only being the fan speeds the problem.

those are located in the evaporator housing ...under or behind the glove box on the passenger side interior.Remove the glove box and you will go right to it...they are installed there to let the airflow keep them cool and from burning up

The blower motor resistor is mounted under the glove box. It is in the corner somewhat covered by the kick panel. The card, at least on my pathfinder, is held in with 2 phillips head screws. The plug has 4 wires, one large wire and 3 smaller wires. You should see it very near to and parallel with the firewall.
