There is a problem with the proportioning valves. If you have had a brake job done recently, the valve might need to be reset.

Could be the master cylinder has gone, if you took the brake line off then you will have to bleed the brake system and that should fix it, you also need to backup and press the brakes so that the pads and piston seat into place but just go slowly and not very far, 10 feet maybe.
