How do I get it to blow out of the dash and not just the defroster?
You must have a bad vacumm leak check underneath the hood and follow the hoses leading to the intake manifold towards the firewall.

Pass key is the security system which disables the car if it is stolen. You need the remote or a key with a chip to start the car. go to a dealer, prove ownership with registration and they will be able to help you out

SOURCE: 94 Buick Park Ave won't start.
Hey can someone help me? I've got a 94 buick park avenue and i just put a new battery in and its trying to start but won't turn over.My lights are on.But i'm not sure the name of this piece that looks cracked.Its sits in the front and looks like its barrel shaped.

It's most likely a vacuum line, look
under your hood (close to the cowl panel) for a disconnected, cracked
or broken vacuum line.
In some rear cases, it could be the
vacuum switch (in dash). Or vacuum diaphragm (under dash).
