SOURCE: I replaced the coil plugs

if your car fires up, then the spark plug wires and coil wires are properly done. if it is running rough then you may have made one of several mistakes.

you may have needed to "gap" the arc end of the spark plugs (unless they were specifically "pre-gapped" for your particular make and model).

you may have not tightened one of the spark plugs all the way in, allowing too much air to enter the combustion chamber.

worst of all, you may have cross-threaded a spark plug, which would also allow too much air into the compustion chamber. it is usually possibe to re-thread the spark plug hole, using what i believe is called a "tap-and-die", but i have never done this before, so i am not sure if its success rate or difficulty level.

I have a 96 Nissan xe, I've changed plugs wires, distributer cap, fuel filter and 1 fuel injector. It still runs really bad and the exhaust has a very strong fuel smell

What colour spark is at leads is it nice blue colour. If not more than likely faulty coil or coil packs.Strong smell of fuel indicates electricals not right. If electrics are correct you need to check all injectors. And fuel rail they block up sometimes old age rust

Specifically I'm trying to identify the wire on the spark plug coil assembly to which I should connect the signal wire of a Tachometer to. The wire colours are, red, yellow, green/white, and blue.

It says the tachometer wire is Yellow/Green, you do not have that listed. You will find it in the list below, it is highlighted..

I just bought a new coil for my 65 Mustang and we have 12V at the positive and negative terminals but aslo only 12V at the High Tension or coil wire outlet. Any suggestions

couple of things
does the mustang have a ballest resisor fitted between the ign switch and the coil? in which case it should be a 9v coil or remove the ballest resistor to run a direct 12v feed from the ign switch, or just to test run a 12v feed direct from battery to coil.
the feed to the dissy is switched by the points opening unless you have electronic ignition,
but in both cases the capacitor/condenser may have broken down causing a consent feed hence given permenant live through the coil,
to test if you have points rotate engine so points are closed, put meter on coil and test if volts change when you open the points, or a spark out of ht to dissy lead
if electronic ign you will have to rotate engine or dissy to activate spark ,

Won't start, weak spark, maybe fuel as well?

weak spark is no fuel issue but sign of distributor problems. seen age you still have contact points and conventional distributor cap.
Check contacts points and contact gap, feeler gauge will be enough at maximum opening when turned around. Incorrect issue is no weal spark issue either. Cracks in the cap are or worn points or dirty lead. Then the ignition coil should be good still. der-ust, clean up all contacts/terminals. Clean grease and other debris as well. If points or cap no good, replace points may be cleaned a bit carefully with sanding paper (Did that only on 1000 imported japanese cars from mayor port as a student to drive them to a parking lot.)

Timing can be set by a stoboscopic light for proper pre-ignition
you need one of those dwell angle strob light instruments.

Whole other list possible while it will not run. Battery ok?
Vacuum to distributor ok. Distributor weights not stuck?
Start to clean all and check from A to Z basic stuff. Can't be anything serious. Serious when you have grey emulsion in stead of oil.
