Question about Saturn SC1

Horn on my 1999 saturn wont work.

We think it has something to do with the key fob. because some one was messing with it when the horn stopped working. we checked the fuses in the car and replaced the battier in the fob.

When I start the car and put it into drive the horn goes on, when I shut the car off the horn sounds! wont go off until I disconnect the battery

You could pull the horn fuse, that should kill it. The horn fuse is hot all the time. Two possibilities, one is security system, the other is problem with horn switch or wiring in the steering column.
The horn switch is ground for the control side of horn relay. Part of key fob security horn beep, is also a ground wire. In the diagram, you can see the two wires, The one for fob, take it loose, see if that stops the horn sounding by accident. Don't leave any live wires hanging loose, use electrical tape or something to insulate. I don't know if taking that one wire loose will cause any problems or not, I guess you can try it and see?
Of course, you still want the horn switch to work normally.

FOB not working on my saturn vue and can't get key in ignition or turn ignition.

That will usually happen when your gear shift is not fully in park. Start by checking that to make sure.---------------------------------------------------------------------------------------

Resetting my 1996 Saturn SL2 key fob doesn't work, but my horn beeps when I do it so I know it is transmitting. Any suggestions to get the FOB working.

I solved the problem by cleaning all the contacts with nail polish remover and then stuck small bits of aluminum duct tape to the bottom of the buttons (contacts). Everything works great, but I am not confident about the adhesion between the tape and the rubber. Good for now.

3 beeps after shut off.

Sounds like a shorted key fob or intermittent BCM problem.

Horn stopped working from the steering wheel, but still honks when locking the truck with the key fob.

a wire may have broken off the horn buttons. due to airbags, this is not a simple or cheap thing to fix.

Constant horn blowing

Very possibly the horn relay. This is located in the left junction block ( fuse panel) on the left side of dash. Open driver door and you will see a panel cover on the end of dash. On the cover it should list the position of the relay which I believe is on the right of fuse panel. If you try the horn and it sticks on again, try tapping the relay, if stops then that is the problem.
