This is due to the ampearage in the fuse is not sufficient Increase the fuse amps to +5 then turn the key on.

Kind of a long shot, but check the wiring on the trunk lid hinge (left side).
Often the wiring there gets caught up and mangled, resulting in all sorts of weird things happening.
To try out your brake lights (by yourself): Try jamming a snow brush or something similar between the seat and the brake pedal.
That, or back up to be near a light coloured wall, or back up near a storefront and look in the window for your brake light reflection...
Make sure you are using the same value of ampere like the old one.
