Question about 1987 Saab 9000
Pull the upholstery down on the back of the seat where the headrest attaches and there is a torx screw keeping the hr from coming up

The "tags" are an assembled clip that hold the headrest at different height. The clip comes out by pressing both sides together using one or two screwdrivers. Easily reinserted after you get the headrest off.
I'll know more tomorrow and will share what I find.
