The fan is control by a thermostat.
When the radiator reaches about 200 degree F. it should turn on.
If it do not turn on then it either the thermostat is bad or the fan.
When you turn the air condition on then the fan should also turn on.
Start with the cheap part which is the thermostat. Then work for there.

I have a 1996 mercury villager that's over

1) low water in the overflow canister. always add water/antifreeze there not directly in the radiator. 2) does the fan at the radiator turn or is running when engine is warmed up?
3) if so then check you belts on your engine? are you missing any?
4) could be bad water pump. do you or have you seen small drops of water coming from the engine area other than the radiator? and other than the A/C unit when car is turned off?
5) when checking fan/s you most like have two fans. One for normal and two come on if you are using air conditioner. make sure both fans are working with A/C on. That should do it.

I got 1994 mercury villager I put in a new thermostat in and sometime I got heat from about 20 mins then there in just cold air coming out.I flush it all out I dont know what to do now can you help me...

That's becaue you have air trapped in the system. very common.

Start engine cold with radiator cap loose and let it run until upper hose is hot (meaning thermostat opened) and it can burp air. Keep radiator & resevoir full. Shut off engine, fill radiator, tighten cap, let coolant get sucked out of reservoir into radiator.

IF still can't burp, go to a shop with evac/fill equipment to usck all air out and fill with vacuum method.

It helpas to jack up front of van as ahigh as you can get it. Air is trapped in top of engine cylinder head ecause i is higher than radiator cap,

Look under the hood, usually a belt diagram on the emissions sticker (look near the top of the radiator).

Start with engine cool. Remove rad cap, top up coolant, start engine, & turn on heater (not defrost). let it run until up to normal operating temperature & radiator fan comes on, then shuts off. Let it do this about 3 times before you put rad cap back on & top up return bottle to proper level. Every once in a while, rev engine slightly for a few seconds while your doing it, to speed up bleed by increasing flow. Keep an eye on temperature gauge for too hot, and fan not coming on, if so, shut it off.
