The tail light is usually a bulb with lower wattage, so it won't glow as brightly as the brake and turn lights.. There should be one or two other bulbs in either of the two tail assy's. The turn signal can use the same bulb as the brake light. If so, it's up to the flasher assy to direct the lights to both come on, and/or for one to flash if the brake and turn signal is on, e.g.. There could also be a backup light.
So if the brake and turn lights don't operate, look to the fuses, and flasher assy. for possible replacement.
Check Brake Light Bulbs: All cars have three brake light bulbs that create the brake light illumination affect. If the lower two bulbs fail no lower brake light operation will occur. I know what you're thinking, you might say two brake lights at once? But in reality one brake light went out at a time and you did not notice. People only tend to notice something when they almost run into the back of your car to help persuade them to inform you the brake lights aren't working. Remove either of the brake light bulbs to confirm the bulb is ok or burned. After the bulb has been removed inspect the filament and replace if failed. If the brake light bulbs are ok continue to the next step.
Checking the Turn Signal Switch: Most American cars are designed to have the brake light switch wiring intergraded into the turn signal switch. Because the brake light bulb and the turn signal bulb are one and the same the turn signal switch interrupts the brake light circuit and installs the blinker signal circuit when the turn signal switch is activated. If this switch fails it will not allow the brake light signal through to the brake light wiring. To test for this condition a car repair manual is needed to test incoming and outgoing electrical current. If brake light switch power is present at the turn signal switch but not at any outgoing brake light wires the turn signal switch has probably failed.
Yes, it does have a flasher, although it may be a combined unit with the hazard flashers relay. So you hear the clicking of the flasher relay? That seems to indicate the relay is working properly. Have you checked the bulbs and the turn signal fuse? Any turn signal bulbs light up anywhere, front or back?
How about your brake lights, do they work? Your car may have separate, stand alone turn signals in the rear, but many American cars use the same bulb and same filament on the bulb for the brake lights and turn signals. If your merc is like this and the brake lights work, then the bulb must be good. Turn on the hazard flashers and see if all bulbs work and flash at each corner of the car. This would be the same bulb as for the turn signals. If they work, it could be a bad turn signal switch, may even be the flasher relay somehow malfunctioning, and in a few cases, a bad hazard switch can affect the turn signal switch. Check fuses and bulbs first. If you have any type of body control module that controls lights and other accessories, you may have to investigate that. I know I'm not being very helpful, just throwing out a few suggestions. Good luck.

I'm inclined to believe it is the turn signal switch. When you select left or right, the brake light is removed from that side, and the flasher is connected to the bulb instead, making the brake light on that side flash as the indication that you plan to turn. You have lost everything, but the simple answers check out.
If you have lost signals, brake lights and tail lights, then it is more likely that the ground supplied to the bulbs is not working, since the tail lights share noting in common with the brakes lights and turn signals but ground.
If the tail lights work, the fact that the brake lights and rear turn signals share that switch starts to look meaningful — even more so if the front turn signals also don't work. But the front signals and the rear signals use different circuitry in the switch, so it would be something more mechanical in the switch than electrical in that case.
One of 2 things to have checked, if all your bulbs and connections are correct. 1-stop lamp switch module. 2-multifunction/combination switch (blinker arm/components that are in the steering column). For about a 1/2 hrs. labor cost, a mechanic should be able to test the circuits.
The brake light in the rear window and the main brake lights are on a different circuit. After the signal leaves the activating switch on the brake pedal arm, it splits. One circuit goes straight to the high mount brake light, the other goes into the turn signal switch. If the rear turn signals work but the brake lights don't, suspect the turn signal switch, not the bulbs and wires. Better to check this before removing and checking bulbs, wires and fuses.
