You may just be trying to read the engine and trans codes with your scanner and since the check engine light isn't on there are no codes. You need to set the scanner to read ABS, SRS, and Tire pressure monitor codes These are separate ECUs from the engine/trans ecu..

This is caused by a part called the clock-spring rotating contact ribbon, it is a coiled up circuit ribbon that connects the steering wheel button and airbag to the steering column electrics. it is under the steering wheel. It needs to be replaced. This can be a dangerous job due the Airbag, so if you do want to try and replace it disconnect the battery negative cable for 15 minutes prior to start of work. The part is about $150.00 You will need special tools.
Check the abs module for trouble codes. You will need a high end scan tool or a specific abs code reader to do it.
The brake light is on likely because the abs light is on.
The airbag light might be a different story. Does the horn and cruise work?
turn the ignition switch to the ON
position 3 times. On 3rd turn, leave the switch in ON position. Watch the Check Engine light. If a
diagnostic trouble code is present, the CHECK ENGINE light will flash if it doesnt flash then speed sensor relay went bad its located in the junction box.
My van had the same problem. You need to replace the clockspring located in the steering wheel. Once replaced, the horn will work, the cruise will work, and the air bag light will shut off. Hope this helps!!! It worked for me!!
