Rear passenger tire smoking and very hot

smoking tyres ( unless you are doing burn outs) run very hot and smoke because they have been running flat or well underinflated . This over heats the tyre and the inside breaks down and then tyre is ruined and has to be replaced.. Have the tyre shop check for puncture material.

Could be a stuck parking brake cable, or something broken inside the caliber, or a faulty brake hose.

Breaks

Is the anti-lock brake light on (if you have ABS)? If so, that needs diagnosing by a good shop.
If you don't have it, or if the light is not on, you need to pull the wheel off and investigate. Is this the front brakes or the rear? If it's the rear, your emergency brake might be too tight, and needs adjustment. If it's the front brakes, you may have a caliper siezed up, and not retracting-the caliper is what pushes the brake pads against the rotor for braking. Spin or turn the wheel around (with car in neutral). The brake pads should be just enough away from the rotor to allow free turning. If it's tight you probably need the caliper replaced or repaired.
Thanks for using FixYa, and good luck.

ABS light flashing when vehicle speed above 10mph than goes out at 15mph, (2002 Toyoya Sienna Van, 98674 miles on the odometer.

well it looks like theres a problem in your break system somewhere could be the calipers mabey one is sticking or it could be dragging and its a warning i always thought that if the abs comes on then that means your vehicle is performing a duty in order to keep the breaks from locking up due to something malfunctioning.

2001 olds alero, When I step on the breaks it

Did you also replace the brake pads? If not, the wear from the warped rotors most likely caused uneven wear on the pads (not visible by looking at them, but apparent when you apply the brakes). This is probably causing it feel like the rotors are still warped. I don't believe your anti-lock brakes have anything to do with this.

Rear brakes lockup when you touch the pedal

there is a brake regulator on modern systems which controls the power between the front and the back breaks this maybe defective

when a car breaks most of the breaking force is placed on the front breaks as that is where most of the energy is heading so the car sinks down. if the same amount of breaking force is placed on the back wheels as they rise they have less friction as the weight is forward so they will lock up.
the device is designed to maintain more force to the front, if it fails the system will apply even force to all wheels.

recommend cosulting a certifed garage or local dealership about this problem.
Warning; continual driving with defctive breaks is illegal and may result in injury or loss.

Front brakes gradually lock up.

it is possible that the calipers are binding when hot. It could also be the brake hoses. If the hoses are collapsing internally it will cause the brakes to drag
