Pull your wiper fuse or relay and check amp draw. If it goes away try swapping the relay with a similar one and test again. Let me know what you find.

They should work when you turn the switch on.. Am I not understanding something ?

    The wipers work on all speeds and park correctly when switched OFF. If you leave the car for about 4 hours the battery is flattened . As you connect-in a charged battery ( with everything switched OFF ) it arcs and seems to activate the wiper relay . You can hear a "click" and the wipers twitch but don't actually move . If you connect the battery the current drawn on the battery lead is about 15A .

Wiper/Washer System Operation
The windshield wiper motor module is part of the windshield wiper motor cover and controls wiper motor operation. The accessory voltage supply circuit to the windshield wiper motor assembly is used to operate the wiper motor in all modes. The windshield wiper motor is a 2 speed motor and is operated at low speed in all modes except HIGH. The accessory voltage supply circuit to the windshield wiper/washer switch is used to supply the windshield wiper switch signal circuits. The windshield wiper switch signal circuit voltage levels to the wiper motor module determine the wiper motor operating mode.
When the wiper/washer switch is in the LOW position voltage is supplied through a 24K ohm resistor within the switch to the windshield wiper switch signal 2 circuit, and accessory voltage is supplied to the windshield wiper switch signal 1 circuit. The reduced voltage from the wiper switch signal 2 circuit and accessory voltage from the wiper switch signal 1 circuit causes the wiper motor module to close the wiper motor accessory voltage supply circuit to the wiper motor low speed terminal.

Windshield Wiper/Washer System Components
The windshield wiper/washer system consists of the following components:
• Windshield wiper/washer switch
• Windshield wiper motor
• Windshield washer pump
• Windshield washer relay
• Outside moisture sensor
• FRT WIPER 25A fuse
• W/S WASH 15A fuse
Windshield Wiper/Washer System Operation
Accessory voltage and ground is supplied to the windshield wiper motor and provides the power for operating the wiper motor and logic power to the wiper motor module. The WASH, MIST, LOW, and DELAY modes are controlled by the windshield wiper/washer switch through a series of internal resistors. The windshield wiper switch supply voltage circuit is a 12-volt reference from the wiper motor module to the wiper/washer switch, and the switch position determines the point on the resistor assembly where the reference voltage is applied. The windshield wiper switch signal 1 circuit supplies the voltage from the resistor assembly to the wiper motor module and the signal voltage determines the operating mode. High speed operation is controlled by the windshield wiper/washer switch through the windshield wiper switch high signal circuit. The windshield wiper switch high signal circuit is supplied 12 volts by the wiper motor module and when the wiper/washer switch is turned to the HIGH position the windshield wiper switch high signal circuit is grounded through the switch ground circuit. The windshield washer pump is controlled through the windshield wash relay. The windshield wash relay coil and switch is supplied battery positive voltage, and during WASH mode the wiper motor module grounds the washer relay control circuit energizing the relay. When the relay is energized battery positive voltage to the switch side of the relay is supplied to the washer pump control circuit.

When I turn the switch to my 2006 Cadillac DeVille CTS windshield wiper it does nothing no sound no movement what is wrong

Hard to say what's wrong without testing thing's . Is there B+ voltage to the wiper switch ? B + voltage to the wiper motor ? Do you know how to use a voltmeter ? How to test electrical circuits ?

2003 Pontiac Montana wipers not working how to fix

First you need a wiring diagram, free at http://www.bbbind.com/free_tsb.html Then you need a DVOM - digital volt ohm meter to test the circuit . Then if your not familiar with automotive electrical systems testing ,go on youtube an check out Electric Testing Techniques You Need to Know Also having a factory diagnostic trouble shooting chart would also be usefull . You could just start replacing parts , you mite get lucky . The wiper motor is a high fail part , so is the switch ..You could find the fuse is blown ! But fuse's don't usually blow without a reason . Short to ground , low resistance . ( high current flow) Also knowing how they work and what all is involved in making them work.

Wiper/Washer System Operation

If the wiper switch is moved to the MIST position and held, the windshield wiper motor will operate in the LOW mode until the switch is released.

Does the windshield wiper/washer system operate normally?
YES - Go to Testing for Intermittent Conditions and Poor Connections in Wiring Systems
NO - Go to Step 3

Turn OFF the ignition.
Disconnect the harness connector of the windshield wiper motor.
Turn the ignition ON, with the engine OFF.
Connect a test lamp from the accessory voltage circuit of the windshield wiper motor to a good ground.
Does the test lamp illuminate?
YES - Go to Step 4
NO - Go to Step 13

Connect a test lamp from the accessory voltage circuit to the ground circuit of the windshield wiper motor.
Does the test lamp illuminate?
YES - Go to Step 5
NO - Go to Step 14

Connect a test lamp from the signal 2 circuit of the windshield wiper switch to a good ground.
Press the windshield washer switch.
Does the test lamp illuminate?
YES - Go to Step 11

Winsheild wiper will not work

The wiper control module is probably at fault ,without test that is just a guess . The wiper/washer switch is a input to the wiper control module. Do you know anything about automotive electronics an electrical systems ?
  • The Wipers are Inoperative
  • Fuse.
  • Wiper motor.
  • Multi-function switch.
  • Circuitry.
  • Wiper control module.
  • GO to Pinpoint Test B .

Voltage drop testing the power an ground circuits for the wiper control module would be a good place to start . Do you know how to test electrical circuits with a volt meter ?
PINPOINT TEST B: THE WIPERS ARE INOPERATIVE CONDITIONS DETAILS/RESULTS/ACTIONS B1 CHECK FUSE JUNCTION PANEL FUSE 16 (30A)
Fuse 16 (30A)

  • Is the fuse OK?
Yes GO to B2 .

No REPLACE the fuse. TEST the system for normal operation. If the fuse fails again, CHECK for a short to ground. REPAIR as necessary. B2 CHECK FOR VOLTAGE TO THE WIPER CONTROL MODULE - CIRCUIT 65 (DG)
Wiper Control Module C294
Measure the voltage between wiper control module C294-2, circuit 65 (DG), and ground; and between wiper control module C294-11, circuit 65 (DG), and ground.
  • Is the voltage greater than 10 volts?
Yes GO to B3 .

No REPAIR circuit 65 (DG). TEST the system for normal operation. B3 CHECK CIRCUIT 57 (BK) FOR OPEN Measure the resistance between wiper control module C294-3, circuit 57 (BK), and ground; and between wiper control module C294-5, circuit 57 (BK), and ground.
  • Are the resistances less than 5 ohms?
Yes GO to B4 .

No REPAIR circuit 57 (BK). TEST the system for normal operation. B4 CHECK THE MULTI-FUNCTION SWITCH
Multi-Function Switch
Check the multi-function switch; refer to Section 211-05 .
  • Is the multi-function switch OK?
Yes GO to B5 .

No REPLACE the multi-function switch; REFER to Section 211-05 . TEST the system for normal operation. B5 CHECK CIRCUIT 993 (BR/W) FOR OPEN Measure the resistance between multi-function switch C269-4, circuit 993 (BR/W), and wiper control module C294-7, circuit 993 (BR/W).
  • Is the resistance less than 5 ohms?
Yes GO to B6 .

No REPAIR circuit 993 (BR/W). TEST the system for normal operation. B6 CHECK CIRCUIT 589 (O) FOR OPEN Measure the resistance between multi-function switch C269-1, circuit 589 (O), and wiper control module C294-1, circuit 589 (O).
  • Is the resistance less than 5 ohms?
Yes GO to B7 .

No REPAIR circuit 589 (O). TEST the system for normal operation. B7 CHECK THE WIPER CONTROL MODULE OUTPUT FOR VOLTAGE

Wiper Motor C152
Turn the multi-function switch to the HI position. Measure the voltage between wiper motor C152-4, circuit 57 (BK), and wiper motor C152-3, circuit 56 (DB/O).
  • Is the voltage greater than 10 volts?
Yes REPLACE the wiper motor; REFER to Motor-Windshield Wiper . TEST the system for normal operation.

No GO to B8 . B8 CHECK CIRCUIT 57 (BK) FOR OPEN Measure the resistance between wiper motor C152-4, circuit 57 (BK), and ground.
  • Is the resistance less than 5 ohms?
Yes REPLACE the wiper control module; REFER to Module-Windshield Wiper . TEST the system for normal operation.

No REPAIR circuit 57 (BK). TEST the system for normal operation.

I have a peugeot partner van and the wipers dont work. A have put on a new switch, but they still dont work, is it the switch

Most likely it will be a fuse, if you have already checked that then the wiper motor may have packed up. by switch I pressume you mean the main switch to turn them on? from inside the van.

I had one of these some time ago a 1999 version that had many problems with the wipers before I had the motor changed.

I have a 1999 explorer sport that the rear wiper does not work. I have already replaced the wiper assembly,checked the fuse under the hood, switched the wiper relay with another known to be good and tested...

Before replacing GEM modules test the electrical circuits ,don't guess . And if you don't know how to test your best bet take it to a qualified repair shop . These modules are capable of setting DTC'S diagnostic trouble codes , need an advanced type scan tool . Not a code reader . How did your test the switch ? Low voltage input to the gem . Plus there are two relays for the rear wipers . Did you pull the relays an test (with a voltmeter ) for B+ voltage on the control side and load side of the relay ? Is the GEM energizing the relay .
You people crack me up ,you have no clue .
