You better don't touch them if you don't even know how do they looks like!!! They're very easy to twist over...very easy. Finish may be that you'll have to take out the cylinder head.

In the front of the head, right above the intake. You have to remove the plastic engine cover.

If the engine is running, it is not the glow plugs as they are only used for cold starting and initial running and are switched off as soon as you move the vehicle or after 90 seconds, whichever comes first. You may have an injector issue or a turbo issue where the intake blades are clogged, the exhaust blades are clogged etc.
Take the vehicle to a professional and have them flow test the engine and check injector timing and fuel flow.
This will show up any air leaks etc in the injectors or any blockages in the intake and exhaust systems and any fuel issues.

Look at the front of the motor and count back. The front is number 1 and so on.

I have a 2003 TDI jetta and glow plug light keeps flashing when driving,checked for lose wires none found, Help!

Sounds like it is telling you that you need to get a glow plug replaced that is not functioning properly. Have a reputable shop let you know which one it is.

Cyl 4 glow plug circuit intermittent. It basically means you have a bad glow plug or glow plug harness...

I have a 2002 Jetta TDI wagon

You have to remove the 3 screws and take the shroud off underneath the steering column and the panel should be right there.
