Question about 2004 Ford Ranger
It is located inside the driver side frame rail. you may need a special tool to disconnect the fuel lines it is available at most auto parts store for under $10

I would change the filter first, if that doesnt help check the fuel pressure. if it doesnt hold around 30psi fuel pump could be bad.
