If you mean the left turn signal indicator on the dashboard won't blink...sometimes means the actual bulb for your left blinker is out. If you mean the actual exterior blinker bulbs don't blink...may be the flasher.

When 1 is inop and the other rapidly blinks that generally means a bad ground to the front light if you can't find it just attach another ground wire to the bulb socket and see if the light blinks normal.
