I had the same problem and it ended up being the hose that comes from the washer fluid tank. It dry-rotted and broke in half everytime I tried to clean the windows off you could just hear the fluid running on the ground.

Make sure outlets are clean first. It could be the washer pump if it is for the price you might try replacing http://www.car-stuff.com/store/?N=9261&Nr=OR(AND(make:Chevrolet,model:Tahoe,year:2003),AND(universal:1))&Vi=9987+4294965151+1588&y=2003&mk=Chevrolet&md=Tahoe Please rate if this helps Thanx

Can i replace the 1997 oem rear wiper arm with soemthing newer? like hhr rear wiper arm? and can the washer fluid hose be attached?

get an arm from auto salvage they aren't that much then use ty wraps to hold hose in place. make sure you get an arm with the spray nozzle built in.
ty wraps are also called zip ties.

Rear window washer does not spray fluid. When I push the rear window washer button, the front washer/wipers turn on. The rear wipers work normally.

I have the same problem with my 2000 chevy blazer as skornec had posted. I kinda already figured the hose or spray nozzle was plugged. But the problem with checking those items is that I don't know where the hose is located to the back wiper. And the only thing that could be I see that could be the spray nozzle doesn't even have holes that washer fluid could spray from. So basically I just would LOVE if someone could please inform this lame brain of where to find the spray nozzle on the rear window and where in the interior of my blazer does the washer hose run.

2003 chevy tahoe no rear heat

I know the earlier tahoe's have two heater lines running from the engine compartment to the rear under the vechile. Those lines could be clogged or pinched shut. What you do is get two hose locking pliers. Go under your truck, they are two metal lines that turn into rubber and back into metal again farther down the line. First, checked for pinched lines. If none, find where the rubber hoses are, clamp them off, remove from metal lines and drain. Use garden hose to flush fresh water through. When water comes through at high pressure and pretty clear, it should be done. Reconnect hoses, top off radiator fluid and it should be fine.
