Question about 1995 Honda Civic
Try cleaning your spark plugs! if they cannot be cleaned then its always safe to just replace them. refer to a repair book to do so such as "Haynes". spark plugs are what fires your pistons in their correct order therefore, if you have one that either is barely firing or not firing at all then that could very well be your problem.
check the plugs first, if thats not them replace your spark plug wires. and check your throttle and throttle body.
if that doesn't work, it starts getting expensive!
