I'm not sure if an obd2 will work on your year...I own a 93 formula and have a obd1 reader. It is for 92 or 93 GM to 98 GM vehicles. It works extremely well for what you would be using it for. It won't tell you exactly what is wrong, but will definately point you in the right direction.

1999 car in USA?
Innova what model is it.? best is the one that does all FORD factory codes too. P1xxx UP,etc.
Innova, OBD2, scan tool (I have 2)
here are the steps,
1: fresh batteries in INNOVA 3x, AAA .
2: fuse that runs pin 16 power on OBD2, Power in not dead but is 12vdc or it fall fails. (car fuse for this pin not blown)
3: connect INNOVA 16pin plug to 16pin jack at knees dash edge
4: turn on INNOVA and scan . , the manual if free, if lost.
the code should be longer.
my jeep has a huge list of C1xxx codes.
did you scan it first? that be FIRST.
only a real scan tool can show all codes.
the Innova 3160 scan tool does see all jeep codes. btw.

but i bet you dont want to buy one or rent one or have any shop in town do it....
any scan tool , is best.
code reader are near useless, about equal to a trip to autozoned.
get a real scan tool and see it all, get one that can read
all factory Jeep codes.
i use an Innova 3160.
The code scanner that you need is called ODBII code reader with ABS, and it works in the same way as the one that you connect to the car computer module (ECU) to read codes when the check engine light comes on, but the cheap ones that you can buy from $50 do not have the ABS brake scan function.
If the problem is the ABS, then it is often a wiring to abs problem, or a defective ABS control module, a scan reading is necessary to know what the problem is.
Are you using an Innova code reader? I had this when I used one of the Innova 3030 code readers. I called and they said they were QC codes from manufacturing.
