Question about 1999 Dodge Durango
It's your throttle kickdown cable on top of the engine and to the right it needs to be pulled out and adjusted to you find the right spot and then it will shift correctly I do believe this will fix your issues as it did mine, I have the same vehicle, also had the same issues that's how I know.

I cant say for sure but we have seen alot of problem with the tcc solenoid but there are those times we found that the clutches were burnt in the transmision as well
