The fuse in the panel below the steering column is position #3 and is a 20@ which should be yellow. Be sure the connectors in the panel aren't loose. If they are pushed out the back, they will not contact the fuse. This fuse is specifically for the cig lighter and the data link you are trying to access. If this is not the problem, you must have an open circuit in the harness.

So garage says new battery was fitted in fiat stilo....stereo doesn't switch on and non power to the cig lighter, any ideas of fix?

Could be a fuse.

Garages often use a memory saver to retain radio and other codes while changing the battery. The device often plugs into the cigar lighter to provide the required power. Inserting or withdrawing the plug carelessly can result in a blown fuse. The cigar lighter and radio is often on the same circuit.

The fuse could be burnt out, the lighter coil could be burnt out, or the hot wire or ground could be loose.

No power to obd2 connector

check the cigar lighter fuse it is probably blown, that is where the 12v supply comes from, then check why it blew, chances are its a faulty adapter being used in it, cell phone, radar detector, etc, or there could be debris in it a coin, foil gum wrapper, if nothing found replace the cigar lighter

Cant find fuse for the auxillary power plug

the front auxiliary outlet is fed by the c/ltr fuse (the same fuse for the cigarette lighter. The rear auxiliary outlet is fed by the aux power fuse in the under hood fuse block. You can use a test light to quickly check for blown fuses. Sometimes you can use a flashlight and just look at them while there in the fuse block to see if they are blown or not.

Let me know if you have any questions and I'll be happy to help. Thank you for using!

Lighter socket doesnt work

It could possibly be a blown fuse, just find the fuse access panel under the dash,on the inside of panel should be a diagram that will help you locate the cigar lighter. If blown replace. If it is not blown, you may need to replace cigar lighter.

We cant get into the computer to get service engine codes.

Check diagnostic connector pin 16 (see picture below), if should show constant battery voltage, if there is no power there the code reader can't read the codes, the pin 16 is powered up by the cigar lighter fuse in most GM's
