Question about 1999 Dodge Dakota
Go down to your local parts store and buy a window handle removal tool. It slides between the crank and the door panel. There is a spring clip that is in the handle that holds it onto the mechanisms post.
Take the tool and slide it around till you find the clip, push and the handle will come off.

First you are going to have to purchase another window regulator. Then you will have to remove the door panel and all material until you can access the window regulator.
At this point I can't go further until I know if it has manuel windows or power windows, because each is an entirely different operation.
