Good morning and welcome to fix ya
i need to ask you a couple questions
1 is did the problem happen before or after you changed the plug wires and if so what else did you do when you changed them?
2 how many miles is on the car and have you changed the air filter recently and had the fuel injection cleaned?
here is a small solution that i would like to see you try and let me know the outcome of. disconnect the battery cables both positive and negative, after waiting a couple of minutes touch the pos and neg cable together while not connected to the battery you are holding them in your hands with no power going through them, hold it there for five seconds this will reset the ecm computer completely. then reconnect the cables in normal manner and start the vehicle and see if problem still exist. if not drive vehicle and see if problem comes back.
one last question when you changed the plug wires did you change anything else?
let me know so we can get you fixed.

OK. Nothing to do with water pump.
Recommend checking your IAC (Idle Air Control) circuit. This allows air to bypass the throttle body while idling, at stop sign, etc.

Why does my 1998 sebring idle fine but sputter badly under load.

Does it use spark plug wires or individual ignition coils for the each plug?. My 98 intrepid uses coils and occasionally I have to change them out cause it would start to miss when normal temperature was achieved. If it uses wires, try replacing them, along with the spark plugs.

Thanks for choosing FixYa and welcome. The code, as you already know, is the #3 misfire. You may have an issue with the idle control sensor or map sensor. Did you change the wires also?

Dead cylinders 2003 sebring

it sounds like you may have the wires on the wrong coil. It should be #1 on the #4 coil, and the #3 wire on the #2 coil. you probably have them backwards so 1 and 3 are firing on the exhaust stroke.
the firing order is 1-3-4-2.
they should be hooked like this.
