2002 Chevrolet Avalanche with an inoperable tailgate lock.
The tailgate is supposed to be lockable with the ignition key; however, while I can insert the key, I can't rotate the key as required to lock the tailgate. Fortunately, it became 'inoperable' in the un-locked position - so I'm still able to open and close the tailgate.

Sounds like the tumbler is bad, try to replace it yourself , if you have an electronic chip in your key you have to go to dealer to get it installed. cheapest way to fix this is order a new locking tailgate handle from jc whitney or somewere and replace the whole thing.

Sounds like your switch is stuck far enough to keep the wheel unlocked but not far enough to lock your key in the cylinder. If it were me I would call a lock smith that can make keys from you lock cylinder as I would think your key may be worn down as keys do from time to time. Remember that yoy may have a chip in your key so after you finally get your new lock cylinder in get the truck to the dealer or lock smith, if they can program keys.
The Avalanche are famous for the dead battery of not driving for 30 days, Your ECM and various module has a parastatic draw that is normal for you vehicle. You also have the ignition problem. You avalanche may be in security mode. If this is the case, you will have to call the dealership and get the code. If that is not the case, you have a bad ignition. You will have to change your ignition box and lock cylinder. Make sure your shifter is all the way up, just in case the cable broke.
If it's similar to a Silverado, the tailgate handle consists of a bezel (plastic cover) and a Red and Green plastic clip that break very easily. Take the bezel off (just pull carefully from the tailgate, careful not to break the plastic clips) look for 2 rods, again 1 connects to a red clip, the other to a Green, replace the broken one, or a cheap/temporary fix is to use a plastic zip tie at the connection. Snap the bezel back in.
Turn on the ignition with engine OFF. Try to start engine, then release the key to ON Wait 10 or more minutes till SECURITY TELLTALE turns OFF. Turn OFF the ignition, wait 5 seconds. Repeat this procedure 3 more times, it takes 30 minutes. You must turn the ignition key OFF before starting the engine. To be on the safe side OFF means take the key off, and hold on your hand for 5 seconds. If you missed something visit GM dealer, and they gladly will provide you a print out of this procedure.
I have the solution to every one out there with tailgate lock problems......I had the very same problem but wasnt interested in getting a power lock.......Here goes.....it costs you some wd40 or liquid wrench.....nothing else......open the tail gate.....you will see the screws that hold the handle in place.....take off the two outer screws only....then pop off the handle cover....yes it does come off without breaking.....you will see something shaped like a "C".....it should move back and forth.....with the tailgate closed you should be able to move that "C" back and forth...it swivels on a pivot you can see in the opening above the tailgate handle.......this is the lock mechanism.....mine was seized up.....anyways......with the tailgate still closed squirt some wd40 or liquid wrench in the area directly above the tailgate handle........that "C" thing will move again and your problem is over...email me if you figured it out........
I was delighted with the fix.....and it's so easy to do.....then put everything back in its place......tell everyone you know....
