Resistors have a set value and either work at that value or burn out.. They are just a piece of resistance wire cut to a length for the value. If the motor is spinning slower than normal I would suspect a motor problem probably seizing bushes on the armature.

You have to take the glove box off and it is right behind it, need a #20 Torx to take it replace it. The glove box is the hardest part of the job, I just replaced mine on an 05 Grand Cherokee but it didn't fix it for me, was well worth the $8.60 to try though.

You can try to clean the ground behind the instrument cluster to see if that helps but most likely the sending unit has gone bad in the gas tank.

Yes it is the blower Motors Resistor board. It is up behind the blower motor, just under the glove box. You have to remove the black KICK panel with its two "Push Pins" that will break too. There are 3 screws holding that resistor board in, the back two are a bear to get to. Good luck.
