not a GM guy but here's how a Ford works. maybe some similarities that can help you.

when you turn the key to "ON", the fuel pump runs for 2 seconds to repressureize the fuel injectors to about 40 psi. It then shuts off because you don't want fuel pump running if engine is not running.

When you turn the key to "START", the pump runs all the time because the engine is cranking.

Fuel pressure is maintained by a fuel pressure regulator in the fuel rail on top of the engine where the fuel injectors are.

So, if you are really losing fuel pressure, maybe the pressure regulator is bad. The fuel pump is capable of supplying nmuch more pressure and volume than the engine can use so be sure you really are losing pressure.

Listen to the fule pump in the tank and see if it is shutting down for some reason .

Have you changed the fuel filter.  If this is plugged, it could be the culprit.

Sometimes my car will start and sometimes it wont. No codes or lights on dashboard. When the car will not start, it turns over but does not fire. Also when my car is being stupid the fuel pump isn't coming on

My 01 Buick regal with supercharged 3800 won't

it flooded. step on the gas pedal fully and crank the engine; that forces it to go into a clear flood mode by turning off the injectors. it may take a little while, but it will start.

What would be the problem if my 1998 buick regal supercharge starts but dies

Sounds like a weak fuel pump or clogged fuel filter.Check your fuel pressure it should be 48-55 psi with the key on and engine off.

Buick Regal dying

You have a problem in the fuel pump relay circuit for sure then. I'm betting the relay, but it could be that dropping resistor.

Will start then dies

On the regals they have a ceramic resistor on the passanger side under the fender. It heats up and over time it tends to brake and the wire inside tends to rust away. The fuel pumps run in 2 different speeds. Had the same problem. Dealer only part yet the car would run and you would think it was the fuel pump. Turn the key it kicks on then start and dies out. Ceramic on the pass side would need replaced. It is white about 2-3 inches long or so held on with 2 bolts i do believe. Ill find a bulliten i found online to help me diagnos the problem. :) hopefully this helps someone out instead of spendin $$$ that ya cant afford with the recession eh?

2000 buick regal hard to start

if this car is been sitting, the battery might be low or dead, but if not,
then,
you know your question confuse me a little be, because if your car won't turn, that has nothing to do with the filter, but if the car crank but wont start then it migh be a bad fuel pump, the way to fin that is, by aplying some flamable brake or carburetor cleaner to the intake, then if the car starts or try to, most likelly your fuel pump is gone.
