You have to take the whole rear bumper off to reach the light from inside. Or you can try to prise the plastic light cover with a screwdriver, but it would possible break. It can be repaired easily.
Good luck.

HOW TO CHANGE LICENSE PLATE BULB ON 2004 COROLLA LE

After looking for the answer to do the same I found two sites with the same 8 step instructions.
Here is one of the two URLS http://www.ehow.com/how_5028612_replace-license-plate-light-bulb.html
From what I see before tearing into it this appears to be the solution though I'll know tomorrow after following it.
Tools: 1 flathead screw driver, 1 phillips screw driver, 1 needle nose pliers
Overview of 8 steps
Must remove several liner clips then emergency trunk release handle to clear access then remove wiring to lamps, remove burnt bulb, replace bulb and reverse steps to put things back together. The steps tell where to gently squeeze clips or unlock clip screws and bulb with 1/4 turn twists and when to pry with flat head screw driver.
Remember standard rule: if it feels like it is being forced then stop and look.

1). Open your Trunk and let it extend all the way up
2). Look up at the part of your trunk closest to the license plate.
3). There should be 2 wires, one going to the left light and one going to the right light. Follow the wire to the bulb, and twist counter-clockwise, or to the left to remove the bulb from the housing.
