For the turn signal flashing fast - MAKE SURE you have all bulbs flashing that are SUPPOSED to be flashing. The front side marker lamps are part of this equation.
As for the interior (dome and visor) lamps, there is a fuse labeled "CTSY LAMP" in the fuse block. The lamps themselves are controlled by the body control module (BCM). The CTSY LAMP fuse only provides input power to the BCM. I would start with a scan of the BCM to see if it can shed any light (No pun intended) on your problem.

You have to t/s the moment the fuse blows and elimate the systems (short) connected to that fuse, for sample, dis connect the interior light, install fuse, if it blows than it is NOT the interior light, keep going till you find the short!
you will have a gauges fuse that is 10amp. and a ctsy fuse that is 20 amp they run off one of those. if all lights work other thann interior lights try sliding dimmer back and forth several times this can help with corrosion on it
