The fan relay closes at too hot temp (PCM decides)
the coil on relay goes to 12vdc (meter across pins)
if coil is 12v and 12v out of relay to fan is 0v.
then the relay is bad.
if the coil never goes hot, we have a serious problem.
the ECT must see the overheat, if there is an air pocket at ECT
it will not read temps, true, but why low, .
and fan will no come on.

Your problem is the coolant temperature sencer is bad this will cause the car to overheat or false read it's over heated change that and and you should be ok from there remember saturns have two Sencers so finding the right one could be a problem
Yes, it is possible to install a thermostat backwards, though unlikely. If the thermostat isn't opening properly, the hot engine coolant won't be flowing over the cooling fan switch and give you high temps. I would first determine if the thermostat was opening at all, and if it is, is it opening at the proper temp. I have had many new thermostats that, while new, didn't work correctly. To check the cooling fan motor, turn on the AC(if equipped) and the fan should engage. If no AC, disconnect the cooling fan switch, and the fan should engage. Check for power and ground at the fan motor. If you have both power and ground, the fan motor is faulty

the fan has a low and high speed or some have 2 fans. It comes on low speed when the temp starts to climb or when you turn the a/c, defrost, or mix mode (it turns on when the a/c compressor kicks on. If the temp of coolant gets to about 230 F, then the high speed kicks in.
What is your doing? Very nosiy sounds like high speed. Could be a defective ECT - engine coolant temp sensor.
The radiator fan is controlled by a temperature-sensitive switch normally found near the bottom of the radiator.
Once temperature is reached, it should measure a short (using a meter) to ground since the 12 volts is normally applied to the fan and the other motor lead is grounded through the switch.
If no coolant is circulating after warmup, the thermostat has failed to open at the prescribed temperature which explains the cool radiator temp.
If you try the heater, you will probably find that it heats like crazy since the heater in most cars gets coolant well before the thermostat opens and starts to divert coolant through the radiator.
I hope the previous owner did not drive the car very far with a bad thermostat and fan switch since an overheated motor is prone to blow headgaskets and warp the head.
You need to buy an aftermarket service manual from Haynes (better) or Chilton (just OK) soon.
The problem with your brake lights could come from several sources and to trace the wiring (if the fuse is not blown for them), you will need a diagram from one of the named manuals.
