Check your motor mounts. I had the same problem and it turned out that the engine cradle (subframe) was rotted out around the drivers side engine mount. I learned that it is a common problem here in New York because of the salt on the roads in the winter.

I have a 98 Saturn SL2 with 230,000 miles. It runs great and gets almost 40 MPG highway. The only problem I have is that the idle speed varies from about 600 to 1700 RPMs as if I were revving the engine...

I would check the TPS (throttle position sensor) as that would cause a jump and decrease in idle when sitting in park, or in drive with foot on brake. Im not sure exacly where it is located on your car, but they are usually on the passenger side of the fuel injection system.

Vibration in Steering Column at Idle

Engine vibration is the cause of this issue, it is the biggest complaint from many owners, changing the engine mounts will help, as mounts age the rubber gets hard and they don't absorb vibration like they should, new mounts help issue, but it will no stop it altogether. A faulty MAF will not cause vibration, just a hesitation on acceleration at times
