Replaced Lifters on 1987 Cad. Eldorado 4.1 now valves seam to be out of adjustment,not seating all the way if I loosen the rocker ***. they seat but if I tighten everything down they don't.I replaced with Oem Lifters Changed Nothing else

Did you put the push rods back in same as they came out? On some they have short and long, like short for intake and long for exhaust, or visa versa. Thats what it sounds like to me, you got the push rods in the wrong spots.

I believe valves in modern vehicles are hydraulic and do not require adjustment. It is possible your vehicle may be different or has been modified. Solid lifters are not unknown just not real popular because of the maintenance they require. If there is a problem with the vehicle and you suspect valves are out of adjustment, you could remove the 4 bolts that hold the cover on and look. If there are adjusters, they will be immediately visable.
Before adjusting the valves,
1. check the oil level
2. use an engine cleaner that you add to the oil (berryman's or equivalent) and run thru the engine for 30 minutes
3. change oil and filter
4 run and check for tappet noise.
This may improve things without opening things up.
the 0.3mm means use thicker gasket if your heads been shaved.valve clearance is 0.012 for intake 0.012 for exhaust valves.what type of oil you using.if your oil is too thick it make valve noise.if adjusting valves dont help your lifters probably worn.
My guess would be a sticking valve lifter. Buy a can of Gunk Motor Flush ( NOT radiator flush), use as directed, drain the oil and replace the filter, refill with clean oil, and see is the tick has gone away. Marvel Mystery Oil would work also if you can't find the Gunk.
