I have a 2005 Chevy Cobalt, and the power steering goes out randomly. It's electronic power steering. I can turn the car off and then back on and the steering works fine. Then it will go out again a couple minutes later. Makes it difficult to drive, because I never know when it's going to go out.

Yes your absolutly right.
I have a 2006 Cobalt and my power steering completly failed. And this isn't a cheap fix. A quote of over $700 for a steering column replacement because these cars run electronic steering. Unless your under warrenty start searching salvage yards for working steering columns.
your chevy cobalt has a eletrionic power steering steer gear there is no power steering pump. there is a relay switch that if wet will short out. try to disconnect your battery for 10 min to reset to factory specs
