You should have 12v dc at the pump check and make sure that you are not checking the voltage for the gague

I have a 2000 ford ranger 4x4 3.0 and it acts like it looses prime i have changed the fuel pump and checked all fuses, it starts but not immediatly runs fine till low on gas.

Did you replace the whole unit in the tank or just the pump. to have air in the system would only happen in the tank. The hose from the pump to the bottom of the cap/unit has a hole in it.

A guy just told me that there is a internal fuel pump and a external fuel pump on my 1988 ford ranger xlt 2.9 4x4. is this true?

In some applications, yes there is two.

On the 2.3L and the 2.9L engines to model year 1988 the electric fuel pump system used on these EFI engines consisted of two fuel pumps: a low pressure boost pump mounted in the fuel tank, and a high pressure fuel pump mounted on the frame rail.
The low pressure electric fuel pump is located in the fuel tank and is a part of the fuel gauge sending unit.

Does the 1987 4x4 ford ranger with the 2.9 v6 have one or two fuel pumps?

It has 2, one in the the tank and another inline between the tank and engine. Little tip: if your not getting fuel to the engine try replacing the filter first. it's a lot easier and less expensive and most likely where the problem is. I have an 1988 Ranger that clogs the filter almost every time I run the tank dry.

1988 Ford Ranger truck, new battery and new

Of coarse it does. The battery was probably okey. The Alternator has nothing to do, with starting a vehicle, but the solenoid on the starter does.
Pull the starter and put on a new solenoid.

Fuel Problem

fuel pressure regulator? This diverts excess pressure from the rail back to the tank. When they wear out they usually stay stuck open thus diverting all pressure back to the tank. Pressure tests do not reveal this as pressure is checked before the rail not in it. I do believe you have a bad fuel regulator. They are 75US ouch.
