They have a module in the center dash area adn there is a limit switch at each end of belt travel. Kind of like garage door opener.

check fuses & relays first.

Seatbelt will not extract on driver side

There should be a mechanism in the door jamb near-to the seatbelt. If equipped, push on it while jerking seatbelt until it retracts. If not equipped, close door firmly while jerking seatbelt to activate retract.

How can u stop the buzzing noise for the automatic seatbelt on 93 nissan quest? Is there a fuse?

No fuse, but on the side between the door the panel you can take off and just unhook the wire(s) and then put the panel bak on. The only problem is that the light will stay lit on your drivers dash board. But it ststop the noise with no effect, Take 20 minutes top to do this.

I had this same problem with mine, what i did was take off that part of the interior to where you can get to the actual motor itself and disconnect the power to it.. i found out that for some reason the track to mine was completely eaten through when mine did what yours did.. just make sure its in the driving position all the way so it's safe to use while driving and it wont move. the only drawback to this is the seatbelt light stays on the dash..

You may have to replace the seatbelt positioner.

Its probally off the track, you should take the molding off and move it up and down to see if it moves/slides freely,as for them both not moving  does the other functions work proper when the belts are suppose to move because if they don't it may be the ones under the hood (which I cant think of the name of them right now)you know the bigger ones.
