have you checked your vehicle for recalls lately. There may be an outstanding recall for brake light switch.

You have no communication with your ECM, it could be the ECM itself or a Can-bus wiring problem. You will have to check continuity on your CAN wiring from the ECM to the gateway, you will need wiring diagram. Should be able to find those on the internet or some parts stores offer them free

Have a 2000 VW Beetle Brake pedal good hard to stop

Possible the check valve on the servo won't work,or you do have a cracked plastic pipe connected from engine manifold to check valve or even after the valve towards the servo and makes the brake pedal strong on application but very hard to stop.

To start with, the lights do not have to stay on to get code readings. If fault codes are stored, they will be there with or without the lights being on. Your computer network should be scanned with the proper equipment that is designed specifically to interface with your Volks Wagen. Please note that generic OBD code readers CANNOT do this.
Volks Wagen is like a whole breed of its own. You must have a scanner with VEHICLE SPECIFIC software to work with these. (I personally own an $11,000 Snap-On Wireless Verus that will not interface properly with a Volks Wagen for many functions.)

From your description, it sounds like you either have a charging system problem or you have an engine idle control problem. It is hard to tell you without checking the vehicle in person.

Where can I download, preferably for free,a 2008 VW Passat Owners Manual?

I wish I could be more help, but I really don't think you are going to find a "FREE" download for Volkswagen. There used to be a couple of sites where you could download PDF Volkswagen stuff, but ALL of them have been shut down! Undoubtedly, prosecuted by Volkswagen for copyright infringement. The official VW site does not even have downloads for owner's manuals. They do have a place where you can order an"Owner's Manual Kit". Click Here. The cost is about $65. VW has been very tight on releasing information on their products lately. The days where information and parts were easy to get for a Beetle are over. "Volks Wagen" litterally translates in english to "Car for the people". The VW beetle was actually commissioned by Adolph ****. He wanted a production vehicle that the ordinary citizens could afford to drive and maintain. He wanted it kept simple with lots of parts availability and easy to operate. VolksWagen is exactly the opposite of that now. They are priced much higher than comparable models. They are priced way too high for the average citizen. They are extremely hard to get technical information on, you have to be a computer scientist to figure out all the bells, whistles, and controlls and the availability of most of the parts is limited to the dealer. That is why most mechanics will not work on them. I used to own a 1963 Beetle. It was probably the easiest car in the world to work on. You could get parts for them anywhere. They came with a small tool pouch. The entire car could be disassembled and repaired with the tools that came with the car. Those days are long gone and in my opinion, VW no longer stands for "Volks Wagen"! Only the Very Wealthy can afford them.

How do you change speedomitter transmitter on a 2001 volks wagen

The information about how fast the car is traveling is taken from the 4 ABS wheel speed sensors on each hub. This is then transmitted from the ABS control unit to the instrument panal's control unit.
